国语4月5日，据《自由时报》报道，总统蔡英文率团展开“民主伙伴共荣之旅”，美西时间5日上午与美国政坛“第三号人物”、美国众议院议长麦卡锡（Kevin McCarthy）展开会谈。据指包括麦卡锡在内，共有19位美国众议员出席“蔡麦会”。麦卡锡在推特上也连续发出多则推文分享即时动态，强调台美人民的友谊对自由世界至关重要，美国将会信守义务，并且重申对双方共享价值的承诺。

总统蔡英文美西时间5日上午10时，在洛杉磯雷根图书馆与美国众议院议长麦卡锡展开会谈，除了麦卡锡外，至少还有18位美国众议员出席“蔡麦会”，据指与会者包括众院民主党党团主席艾吉拉（Pete Aguilar）、众院美中战略竞争特别委员会主席盖拉格（共和党）与民主党首席议员克利什纳穆希（Raja Krishnamoorthi），以及该委员会西门内斯、辛森、穆勒纳尔、摩尔顿、朴银珠、史蒂文斯、托瑞斯和魏特曼等人。其他与会者还包括众议院岁计委员会新任共和党籍主席史密斯（Jason Smith），以及友台议员匡希恒、布朗利、凯利、史密斯（Adrian Smith）和辛克。
总统蔡英文与麦卡锡及跨党派议员会晤后，也共同出面发表公开谈话。麦卡锡在个人推特上，也持续分享即时动态，包含麦卡锡在雷根图书馆外亲自迎接蔡英文，双方握手寒暄的画面，以及两人一同在雷根图书馆内同框会谈，还有一同对媒体发表谈话的画面。麦卡锡也分享与蔡英文还有其他跨党派议员的大合照，从画面中也可看到，总统府秘书长林佳龙、外交部长吴釗燮、总统府副秘书长张惇涵、侨委会委员长徐佳青、立法委员陈欧珀、陈明文等人。
此次会晤也是自台美1979年断交以来，台湾总统与美国众院议长第三度会谈。首次为1997年4月由已故前总统李登辉接见访台的共和党籍众院议长金瑞契访问团，第二次为去年8月蔡总统接见访台的民主党籍众院议长裴洛西。不同的地方在于，总统蔡英文此次是创下我总统在美国本土与美国国会议长会面首例。
